Congratulations, you have entered the great world of Diesels. Ask as many questions as you wish, some may know the answer, some may not, like me.

On the fuel pump question, do you have 12 valves or 24. If 12 valves you have the P7100 mechanical pump, if you have 24 valves you have the VP-44 electronic pump, and seeing that your mfg date is Feb.98, you could have a 98.5 which would be the VP-44 pump

Welcome to Diesel Bombers!!

The main problem with the VP-44 is the low pressure lift pump goes out and then takes out the VP. The first thing you should do is get a fuel pressure gauge and hook it up to the schreader valve on the VP and see what the pressure is. If it is below 10psi you need to look at getting a new lift pump. You may have the Dodge upgraded lift pump in the tank, they don't work so well. If so, you might want to look into a FASS, Airdog, or Raptor for a lift pump, along with a draw straw.
If the truck doesn't have gauges, look here for gauge information: Gauge Information Lots of information here.

Others will chime in.
