Seat Belt Won't Unlock????? HELP!!!!!

This happened to me in my 98.5 when I put seat covers on. For me a quick turn of the key released them.

Hey Thanks guys found the black box under the seat that all the seat belt wiring goes to and it had fallin out of its tray. Put it back in and it works again!!!

The only electrical part is the seat belt sensor saying how wound up the belt is. Got any ideas? And this is an 01 half ton gas. Can't be too much different.
