2 gen cummins cold start issues

I've been suffering a similar problem. I lived in Fairbanks AK for 22 years and of that I've had my truck for about 14 years. Sure, plugged it in when it was cold and I never had a problem. The gas stations would switch from summer fuel (#2) to winter fuel (#1) and there was never a problem even down to 50 below. I moved to MI and my truck was acting up on cold mornings and it would start at 28 above. I started using additives and it helped a bit but I'm convinced my problem is with the quality of the fuel. I filled up at a different station and the problem got 75% better instantly. I don't think MI switches fuels when winter is coming and my hard starting problem is 100% temperature related. My truck would fire up at 0 in Fairbanks but here it's going to struggle at 20 above. It's the fuel.
