Are you going by the dash gauge or have you connected a mechanical gauge to the engine? With out having the exact specs with me right now, 20 psi with a hot engine with assuming some amount of miles on it, does not seem that bad. Im assuming 20 psi with a hot engine and idle speed correct? Some more information could be helpful.

I put a manual gauge on it. But it used to have 60 pounds of pressure all time but 2 day ago itd drop down n I eased it home. I did found both my turbos was blown. It has 300000 on her n it was 20 at idle and 1500 rpms

Maybe first change your oil filter and then recheck the pressure. But it sounds to me like the oil pressure regulator is sticking some how. Thats about the only way you can have the same pressure at idle and at higher rpms.

If you look at the oil filter head. Behind a coolant pipe there is a 3/4" plug. That is the regulator. Be careful when you take it off as there is a spring and other pieces under it. Make sure the spring isnt broke and that it is fairly clean in there. The spring is supposed to be about 2.5" long.
