Default fuel shutoff solenoid

My fuel shutoff solenoid will not pull. It will however stay up if I pull it up by hand, it will also push by itself once key is off. I replaced solenoid and it does the same. Seems like electrical issue. Any ideas on where to start?

Check the relay, it should be on the firewall.

Yep I would try the relay also but there are 2 relays and they are on the driver side of the fire wall just above the valve covers

After replacing the solenoid it still only works about 90% of the time. The times it won't start I have to push it up manually. Could it still be a relay problem?
