Default gov spring problem

i just bought a 98 12v cummins it had the pump off of it to get bench and flow tested but they took gov springs out and put pump back on and didnt put back in i need to know how to set them correctly there 4k gov spring

put the pump back on, keep the idle screw set where it was... then turn each one, two or three clicks at a time (keeping them in sync on how many clicks you go) till you find your correct idle. Pretty much a simple easy way to do it. You can fine tune it later, with higher clicks and less idle screw speed down the road once you figure out what you actually want/need.
