I couldn't find a thread with this information, and a buddy of mine was dealing with a situation in regards to this today.
2005 Dodge Diesel, engine light came on. Active code for Wastegate actuator circuit. He found a resistor, but it was so badly burnt up he couldn't see and marking on it to determine the resistance. After some searching online, I found two values. One thread that said a 100 ohm does the trick, and another that said 140-150 works. Both claimed they should be 1.5 Watt resistors. The latter thread also had a measured resistance of 147.6 ohm on a brand name fooler.
The reason for the resistor is to keep the computer happy (fooled), when a different turbo is installed that does not have a wastegate actuator. Another option, if you are keeping the factory turbo, is to keep the actuator plugged into the harness, free from the stock turbo.
My buddy installed a 100 ohm resistor, and the code went away and truck drove normally.
